Bylaws
FHS Stars Booster Club 2007/2008
Article I. Name
The name of this organization shall be the Frisco Stars Booster Club of Frisco High School.
Article II. Purpose
The purpose of this organization is to promote the welfare and objectives of the Frisco Stars Dance Team by providing aid, counsel and guidance to the Frisco Stars, to their
director, and to the school when requested. IT IS NOT THE PURPOSE OF THE BOOSTER CLUB TO DISCUSS DRILL TEAM AND SCHOOL POLICIES IN INDIVIDUAL
SITUATIONS AT MEETINGS.
Article III. Membership and Dues
Section I. Any person interested in the purpose for which this organization is formed and willing to uphold its' policies may be a member.
Section II. The dues will be established annually.
Article IV. Meetings
A regular meeting of the club shall be held the third Tuesday of each school month, unless otherwise provided by the Club or the Executive Committee with seven (7) days
notice of such change being given. The regular meeting in May shall be the last meeting of the school year.
The privilege of holding office, making motions, debating and voting shall be limited to the members of the Club whose dues are not in arrears.
One-third of the dues-paying membership shall constitute a quorum and for the conduction of business, two-thirds of the membership present and voting will be required to
pass a measure.
Article V. Officers, their Duties and Election
Section I. The officers of this organization shall be a president, first vice president, second vice president, a secretary and a treasurer.
Section II. Only individuals who are members in good standing shall be eligible for office.
Section III. A term of office shall be one year, commencing at the conclusion of the annual meeting in May.
Section IV. Officers shall be elected at the annual meeting in May.
Section V. At a business meeting preceding the annual meeting, a nominating committee shall be appointed by the president to compile a slate of one or more nominees
for each office who have signified their consent to serve if elected. The slate of nominees will be reported at the regular meeting in April. Nominations may be made from the
floor prior to voting.
Section VI. The president shall:
a. Preside at all meetings of the organization,
b. Appoint all committees,
c. Be an ex officio member of all committees except the nominating committee,
d. Have the authority to make emergency decisions on behalf of the Booster Club, reporting such decisions to the Executive Committee within 72 hours, and the general
membership at the next regular meeting,
e. Not vote unless a tie-breaking vote is necessary.
Section VII. The first vice president shall:
a. Assume the duties of the president in her/his absence during the fall semester and assumes the responsibilities of the second V.P. in her/his absence during the
spring semester,
b. Coordinate booster club activities involving the fall football season,
c. Serve as chair of the scholarship committee,
d. Serve on the fundraising committee,
e. Serve in other such capacities as assigned by the president.
Section VIII. The second vice president shall:
a. Assume the duties of the president in her/his absence during the spring semester and assume the responsibilities of the first V.P. in her/his absence in the fall
semester,
b. Coordinate booster club activities involving the spring contests and spring show.
c. Serve as the chair of the fundraising committee,
d. Serve on the scholarship committee,
e. Serve in other such capacities as assigned by the president.
Section IX. The secretary shall:
a. Keep the records and minutes of all meetings and communications, including but not limited to, regular membership, board and executive committee meetings,
b. Provide copies of minutes to members at regular meetings or as appropriate,
c. Attend to the correspondence of the organization,
d. Perform other such duties as assigned by the president.
Section X. The treasurer shall:
a. Coordinate the budget process,
b. Receive all funds due the Booster Club,
c. Deposit all monies received in a timely manner,
d. Pay all bills authorized by the president or other authorized person,
e. Report on the organization budget status at all regular, board and executive committee meetings,
f. Submit the books to the audit committee annually,
g. Serve on the scholarship committee,
h. Serve on the fundraising committee,
i. Facilitate signature authority changes at the bank used by the Club for the successor treasurer,
j. Make available all financial records of the Frisco Stars Booster Club to any member in good standing with questions regarding club expenditures.
Article VI. Standing Rules and Policies
Section I. FUNDS:
The members of the Booster Club will assist in the raising of necessary funds by the Frisco Stars Dance Team for various activities, both operational and social.
Section II. COMMITTEES:
The standing committees of the Frisco Stars Booster Club shall be audit, fundraising, historian, publicity, and scholarship, as appointed by the president. There shall be
such committees created by the Executive Committee and may be required to promote the objectives and interests of the Club. The Chairman of the committee shall be
appointed or selected by the Executive Committee.
Section III. CHAPERONES:
Chaperones will be provided for the Frisco Stars at the request of the director.
Section IV. MEMORIALS:
An acknowledgement shall be sent in case of death of Frisco Star or a member of the immediate family, i.e.… mother, father, brother or sister. Sympathy cards will be sent in
all other instances.
ARTICLE VII. Amendment and Parliamentary Authority
Section I. PROCEDURE FOR AMENDMENT:
These By-Laws may be changed or amended at any regular meeting of the organization by two-thirds vote of the members present and voting, provided notice of the
proposed amendment(s) has been given at the previous regular meeting.
Section II. PARLIAMENTARY RULES:
Robert's Rules of Order, Newly Revised, shall be the parliamentary authority for all matters of procedure not specifically covered by the By-Laws or by specific rules of
procedure adopted by this Booster Club.
Article VIII. Dissolution
In the event of dissolution of the Club, any assets remaining shall be turned over to the Frisco High School Stars after satisfaction of all liabilities against the Club.
